The SIPPS program is recommended as the Tier 2 intervention for the Being a Reader program. Both programs follow the same scope and sequence for phonics and high-frequency word instruction across Small-Group Foundational Skills Sets 1-5. Both provide systematic instruction in small groups. The Being a Reader program provides comprehensive early literacy development instruction (whole- and small-group instruction and independent work), while the SIPPS program focuses narrowly on foundational skills development leading to fluency. The SIPPS program makes use of intentionally worded routines, making it an ideal intervention program for struggling readers, while the Being a Reader program leaves more room for teachers to use their own language. Students will receive consistent phonics and high-frequency word instruction and will have many opportunities to read appropriately leveled texts in both programs.
